Her subsequent appearances in Catching Fire and Mockingjay fare little better in terms of her development. We get some nice scenes which show us that she does care for Katniss and #100Devs Software Engineer shirt Peeta, despite her general disdain for the welfare of her other Tributes, but there’s little beyond surface-level interest. Indeed, Catching Fire’s prose doesn’t give us much time in Effie’s head, leaving us more wondering what’s going through her head than anything spectacularly emotional; she could be mourning the loss of two kids who deserved the world, or she might be just sad over her party privileges.
